In a step that is internationally unique, Liechtenstein entrusted the expansion of the national fibre-optic network to the state-owned energy utility, thereby separating infrastructure competition from retail competition. The utility carried out the nationwide rollout on a self-financed basis and provides the fibre network to retail service providers on a non-discriminatory basis. On behalf of the Office for Communications, Swiss Economics analyses the impact of this specific rollout model on market competition and end-users.
Our analysis combines econometric methods with evidence from academic literature and economic theory. The focus lies on the rollout of fibre-optic networks and on assessing how a network infrastructure operated independently from private providers affects market structure, competitive behaviour, and consumer outcomes in the telecommunications sector.
