ContactProject Description
In a consortium with SUMICSID and IAEW, Swiss Economics advises the German Bundesnetzagentur on the efficiency assessment of DSOs for the fourth regulatory period. Swiss Economics assumes the overall project lead.
The project scope entails the design of the data request, validation of data, assessment of comparators, cost driver analyses, and the modelling of an efficiency assessment. The analysis will allow us to determine individual efficiency values for German DSOs that feed into the determination of revenue caps.
Methods
- Design of data requests
- Data validation
- OLS Analysis of average costs
- Least Absolute Shrinkage and Selection Operator (LASSO)
- Outlier and Dominance Analysis
- Data Envelopment Analysis (DEA)
- Stochastic Frontier Analysis (SFA)
- Second-Stage Analysis
- Stakeholderprozess
