ContactProject description
Swiss Economics supported the Federal Network Agency in comparing the efficiency of electricity distribution system operators (DSOs) for the third regulatory period. The project involves checking the plausibility of the data to be queried, determining the comparison parameters, analysing cost drivers, particularly with regard to the integration of decentralised generation capacity, and deriving and validating the efficiency comparison model, on the basis of which the individual efficiency of the German electricity DSOs can be determined in a court of law.
Methods
- Cost driver analysis with focus on energy transition / new decentralised generation capacity
- Newcomb-Benfort
- OLS average cost analyses
- Least Absolute Shrinkage and Selection Operator (LASSO)
- Outlier and dominance analyses
- Stochastic Frontier Analysis (SFA)
- Data Envelopment Analysis (DEA)
- Stakeholder process
