Efficiency Comparison and Cost Driver Analysis of German Distribution Networks (EVS5)
What are the main cost drivers for electricity distribution grids in light of the continued expansion of renewables and the increase in decentralized storage and loads? How efficient will German grid operators be in the 2026 solar year?

Swiss Economics is supporting the Federal Network Agency in conducting an efficiency comparison of electricity distribution system operators (DSOs) for the fifth regulatory period as part of a consortium with SUMICSID and the IAEW. Swiss Economics is responsible for overall project management.
The project scope includes defining the data to be collected, performing plausibility checks on that data, determining the comparison parameters, conducting a cost driver analysis, and deriving and validating the efficiency comparison model. Based on the model, the individual efficiency of German VNBs is determined, which is factored into the setting of individual revenue caps under the new German incentive regulation established by the BNetzA.
