Swiss Economics supports the Federal Network Agency (BNetzA) in addressing methodological questions related to the draft determinations RAMEN Electricity and Gas on future incentive regulation. In a short expert report, the impact of new network operators on efficiency benchmarking is analyzed. Particular focus is placed on statistical effects in connection with stochastic frontier analysis (SFA).
The subject of the short expert report is the theoretical, practical, and empirical assessment of the network operators’ submission, which expresses concerns about a potential “pull effect.”
