Swiss Economics supports the German regulator Bundesnetzagentur to conduct a reference net analysis of German transmission system operators (TSOs) to determine their efficiency for the fourth regulatory period. Swiss Economics is leading a consortium with SUMICSID and the Research Centre for Energy Networks (FEN) of ETH Zurich.
The project involves defining the data to be collected, checking its plausibility, carrying out the reference grid analysis and deriving efficiency values. Based on the results, the individual efficiency of the German TSOs is determined, which is incorporated into the determination of the individual revenue cap as part of the German incentive regulation.
